Residents of the Maine Veterans' Homes in Augusta Moved In

     On Tuesday, March 22nd, residents of Maine Veterans’ Homes in Augusta moved into the new facility at 35 Heroes Way. A joyous and busy day for everyone, move-in day was entirely facilitated by MVH Employees from several locations, including the other Homes and Central Office, as well as residents’ family members. Everyone worked together to ensure a smooth, dignified, and celebratory transfer.

     The successful and expedient move resulted from months of advance planning that closely followed incident command modeling to ensure safety and ease, avoiding any impact on residents. They simply enjoyed the excitement of it all and the beauty of their new home!

 The residents and their families are thrilled with their new setting, which is groundbreaking in the state of Maine, being designed using the Small House Model of care, a modern and progressive standard in the long-term care industry. In addition to private rooms, spacious and comfortable communal spaces support this new model of care, which prioritizes the individual preferences of the resident and their family. MVH Augusta staff members are also pleased with their new surroundings and the opportunities available to interact and care for their residents in a new, more flexible way. 

     Residents and their family members are already enjoying the many new amenities of their new Home, which include both inside and outside areas for recreation, exercise, and visiting.

GoldStars Tribute Wall ™ Coming to Augusta Elks Lodge #964

     The Augusta Elks Lodge #964 will be hosting the GoldStars Tribute Wall ™ this Memorial Day Weekend May 29 and 30.
     The GoldStars Tribute Wall ™ is a traveling memorial created to honor Service Members who have fallen while serving in the United States military during the Gulf, Iraq, and Afghanistan Wars and to remind their families that though they are gone, they are not forgotten. 
     The memorial will be set up and on display at the Augusta Elks Lodge Sunday, May 29th from 10:00 a.m. to 10:00 p.m. and Monday, May 30 from 7:00 a.m. to 10:00 p.m. and open to the public to view.

MBVS Submits Reports to Legislature

The Joint Standing Committee on Veterans and Legal Affairs  asked MBVS to write a report on several areas affecting Maine veterans based on LD 588—Resolve, To Study Veterans’ Benefits in Maine. This report, Older Veterans Access to Healthcare in Maine, specifically highlighted both potential barriers and existing solutions regarding veterans’ access to health, dental, and mental health services in the state and was submitted to the Committee this April. 

The report also identified multiple assets for Maine’s older veterans’ increased access to health, dental, and mental health services including: The VA Maine Healthcare System (Augusta) -Mental Health, Geriatrics, and Women’s programs;  VA Outpatient Clinics—Bingham, Fort Kent, and Houlton; Community Based Outpatient Clinics—Bangor, Calais, Caribou, Lewiston, Lincoln, Portland, Rumford, and Saco; Vet Centers—Bangor, Caribou, Lewiston, Portland, and Springvale; Maine Bureau of Veterans’ Services Field Offices—Bangor, Lewiston, Portland, Caribou, Machias, Springvale, and Togus, the Maine Veterans’ Dental Network, the Bureau’s work with food insecure and homeless veterans, and a variety of veteran-centric community agencies. 

In addition to state and federal service providers, noteworthy community partners play an integral part in Maine’s older veterans’ access to healthcare and overall wellbeing. Multiple veterans’ services organizations, transportation services, the Lunder-Dineen Health Education Alliance of Maine, and the UMaine Center on Aging were interviewed to gain their perspective on how best to assist older veterans access services in the State of Maine.      When the Maine State Legislature passed LD 173—An Act to Restore Honor to Certain Service Members, it requested the Maine Bureau of Veterans’ Services (MBVS) take an in depth look at this issue and how it affected Maine’s veterans. MBVS conducted a six-month needs assessment regarding veterans’ access to Federal and State benefits, specifically focusing on the area of bad paper discharges. 

The report, Bad Paper Discharges and Veterans’ Access to Federal and State Benefits – A look at character of discharge for LGBTQ+ veterans, as well as veterans receiving bad paper for behaviors that can be directly linked to Post Traumatic Stress Disorder (PTSD), Traumatic Brain Injury (TBI), and Military Sexual Trauma (MST), was submitted to the Joint Standing Committee on Veterans and Legal Affairs in March of 2022.

     MBVS has closely monitored New York and Connecticut’s work on this issue, especially Connecticut’s 2018 formation of a Qualifying Condition Review Board (a state-based review of veterans’ discharges to see if they would qualify for state and municipal benefits while their application for a discharge upgrade with a military board is pending at a federal level). 

Veterans who receive bad paper discharges, Other Than Honorable (OTH), are deemed not eligible for federal and state benefits. Often times there are extenuating circumstances regarding this type of discharge that are directly related to diagnosed or undiagnosed PTSD, TBI, MST, and/or LGBTQ+ veterans who were discharged due to their sexual orientation, gender identity, or gender expression.
